Description Overview

The Facilities Manager is responsible for the leadership, performance, and strategic direction of the Facilities Department within a cGMP pharmaceutical manufacturing facility. This role provides direct leadership to the Facilities Supervisor and overall accountability for facility and utility reliability, maintenance operations, contractor management, regulatory compliance, capital project execution, and departmental performance.

The Facilities Manager ensures facility assets are maintained in a safe, compliant, and cost-effective manner while supporting manufacturing operations and long-term business objectives.

The base salary range for this role is $140,000- $160,000

Scope of the Role

Leadership

  • Lead the Facilities Department and establish priorities, goals, KPIs, and performance expectations.
  • Develop, coach, and hold employees accountable for performance, safety, compliance, and continuous improvement.
  • Ensure effective workforce planning, resource allocation, and coordination across maintenance, engineering, and operations.
  • Drive a culture of safety, ownership, engagement, and operational excellence.

 

Facilities and Utilities

  • Own the performance, reliability, and compliance of facility infrastructure and critical utility systems including HVAC, purified water, BMS, compressed air, chilled water, and electrical distribution.
  • Ensure maintenance and asset management strategies are in place to support system reliability, equipment performance, compliance, and lifecycle value.
  • Provide oversight and direction for reliability improvement initiatives, root cause investigations, asset strategy, and long-term infrastructure planning in partnership with the Reliability Engineer.
  • Monitor key performance indicators including uptime, PM compliance, maintenance backlog, and utility system performance, ensuring appropriate follow-up and accountability.

 

Capital Projects & Facility Planning

  • Lead facility master planning, infrastructure strategies, and capital investment planning.
  • Oversee facility-related capital projects from concept through implementation, ensuring projects are delivered safely, on schedule, within budget, and in compliance with GMP requirements.
  • Identify and support facility and infrastructure initiatives that improve capacity, efficiency, regulatory compliance, and long-term asset performance.

 

Contractor, Vendor & Facilities Management Oversight

  • Lead the selection, management, and performance oversight of contractors, facilities management companies, and service providers.
  • Partner with Procurement and other stakeholders to develop, negotiate, and manage contracts, service agreements, and RFP processes.
  • Establish service expectations, monitor vendor performance, and ensure contractors comply with company safety, quality, and GMP requirements.
  • Drive cost-effective use of external resources while maintaining operational reliability and compliance.

 

Financial Management

  • Develop and manage departmental operating and capital budgets.
  • Prioritize investments and resources based on business risk, compliance, reliability, and operational requirements.
  • Monitor spending and identify opportunities to improve efficiency and reduce costs without compromising safety or quality.

 

Compliance & Governance

  • Ensure facility operations comply with FDA, cGMP, OSHA, environmental, and local regulatory requirements.
  • Serve as the facility SME during inspections, audits, investigations, and regulatory interactions.
  • Represent Perrigo in facility-related interactions with external agencies and partners, including EDC, City/State/Federal agencies, FDNY, FM Global, and other regulatory or insurance stakeholders.
  • Ensure maintenance, engineering, contractor, and facility documentation meet company and regulatory standards.
  • Support quality systems including deviations, CAPAs, change controls, and risk assessments.

Experience Required

Required:

  • Bachelor's Degree in Engineering or related technical discipline.
  • 10+ years of facilities, engineering, maintenance, utilities, or asset management experience in a regulated manufacturing environment.
  • 5+ years of leadership experience managing technical teams or supervisors.
  • Experience managing critical utility systems, facility infrastructure, contractors, and capital projects.
  • Strong knowledge of FDA, cGMP, safety, and regulatory requirements.
  • Experience managing budgets, priorities, and cross-functional initiatives.
  • Strong leadership, communication, and problem-solving skills.

Preferred:

  • Experience in pharmaceutical, biotechnology, medical device, or other regulated manufacturing environments.
  • Experience managing outsourced facilities management providers and service contracts.
  • Experience supporting contract negotiations, RFP development, and vendor selection.
  • Experience interacting with external agencies, insurance partners, landlords, or municipal authorities related to facility operations, compliance, inspections, or permitting.
  • Experience with SAP, CMMS systems, reliability programs, and asset management strategies.
