This role ensures new and tenured employees are equipped with the knowledge, skills, and behaviors required to operate safely, compliantly, and effectively.
The position partners closely with subject matter experts, site leadership, and network stakeholders to design scalable training frameworks, ensure regulatory compliance, and continuously improve training effectiveness. While supporting site‑level execution, this role also drives network alignment, ensuring consistency, quality, and efficiency across locations.
The Training and Development Program Supervisor acts as a program owner and advisor, influencing outcomes through collaboration, governance, and leadership rather than direct authority.
Scope of the Role

- Ensure all corporate, departmental, contractor, and regulatory training requirements are met, documented, and maintained in compliance with cGMP and applicable regulations.
- Drive human error reduction within the training program by integrating Human and Organizational Performance (HOP) principles into technical and adult learning, utilizing a 10% academic, 20% coaching, and 70% on‑the‑job training (OJT) model.
- Partner with site and network stakeholders to identify training gaps, assess effectiveness, and prioritize continuous improvement initiatives.
- Facilitate and support New Employee Orientation and other critical training programs in a 24/7 manufacturing environment.
- Conduct and oversee periodic audits of training curricula to ensure ongoing regulatory compliance and alignment with network expectations.
- Translate recurring operational, safety, or quality issues into training enhancements, how‑to guides, and learning interventions.
- Serve as a network resource and advisor, sharing learning trends, instructional design advancements, and performance improvement strategies across sites.
- Foster a positive, engaging learning environment that supports adult learning principles and operational excellence.
- This position is based at the Eau Claire, WI manufacturing site and will be an onsite role with up to 20% travel to support site and network initiatives.
- This role will directly manage four team members, including three Master Trainers (one supporting the Ohio site) and one Technical Writer.
Experience Required
- Bachelor’s degree in Training and Development, Instructional Design, Organizational Development, or other related degree; or any combination of education and experience to be considered equivalent.
- 6-8 years’ experience in training, instructional design, or related experience including understanding of training methodologies, curriculum development and demonstrated soft skills (attention to detail, communication skills, critical thinking, time management, confidentiality etc.). Experience in a manufacturing environment preferred.
- Hands-on knowledge of production/packaging operations and associated control systems preferred.
- Demonstrated experience with quality systems in an FDA current GMP regulated environment.
